The Local Emergency Planning Committee (LEPC) has developed, and the Selectmen have endorsed, this list of recommendations in order to insure a safe reopening of Town Hall for both employees and residents.
Town Hall will open on a limited basis starting on June 1, 2020. To safely provide services located in Town Hall, Carlisle residents, contractors and associated businesses can receive services through the following methods and hours.
Town Hall staff are working both on site and remotely until further notice. Please note that the safest, for residents and employees, way to receive services from the offices at Town Hall is online or over the telephone. All town offices are open and available remotely during regular business hours, Monday-Friday, 9:00 am-3:00 pm. Those in need of services from town departments are strongly encouraged to email or call these offices if your inquiry can be done remotely. Drop Documents and Payments Off - 24 hours a day
Documents and payments can be dropped off to Town Hall at any time. Until further notice, all documents and payments may be placed in the ‘Tax Payment Only’ mail slot next to the Town Hall front door.
Visiting Town Hall - Screening
If you need to enter the building, please know that visitors must wear a face cover and observe safe distancing while in the building. Anyone entering Town Hall will receive a screening in the form of questions about symptoms and contact with known COVID-19 cases. Screening may prevent some visitors from entering the building.
If you have an appointment to enter the building, plan to arrive early to allow time for screening prior to your appointment. Please refrain from bringing any food or unnecessary items to Town Hall.
Each office has been equipped with a plexiglass vapor barrier. Surfaces will be cleaned with antiseptic products after each visit. The entire building is sanitized twice weekly.
First Floor Offices - Appointments Required or Preferred
Offices on the first floor of Town Hall will be available, Monday-Thursday, 10:00 am-2:00 pm and Fridays 10:00 am-1:00 pm. Please call ahead to insure that someone will be available to assist you that day and keep in mind that not all services require an in-person visit. Tax payments made be made through the mail slot outside the main Town Hall door. After screening at the door you will be admitted to the first floor office that you need to visit. Once the staff has prepared the meeting space for you, the office staff will alert the front door staff when you are permitted to go to the office. Only individuals or members of the same household will be permitted into an office at one time.

First Floor Office - Council on Aging - Appointments Required
Seniors and other residents who require in-person services from the Council and Aging are asked to make an appointment. Appointments may be made by calling the COA offices at 978-371-2895 and leaving a message with your name, phone number and nature of the assistance you need. You can also email the Director at jingersoll@carlislema.gov with the above information. A member of the COA staff will respond to you within one business day to schedule your appointment. Appointments will be scheduled Monday-Friday, 10:00 am-2:00 pm.
The COA is also available to work with residents by phone, for which an appointment is not needed.
If you have an appointment for in-person services, please check in with the front door staff to confirm your appointment when you arrive. After screening, the COA will be notified and they will let you know when you may proceed to the Clark room for your meeting.
These new COA procedures have been put in place to keep residents and staff safe, avoid lengthy wait times for residents needing services and ensure that staff is available to provide the assistance requested.
Second Floor Offices - Appointment Only
Carlisle residents, contractors and related businesses who need to meet with services provided on the second floor of Town Hall must make an appointment prior to meeting with the department. All meetings will be scheduled Monday-Thursday, 10:00 am-2:00 pm and Fridays 10:00 am-1:00 pm.
Please check in with the front door staff to confirm your appointment when you arrive. After screening, the office will be called and they will let you know when you may proceed to the office. Only one person or household will be permitted in the elevator at a time.

We understand that the process is a bit more involved than visiting Town Hall prior to COVID-19. Working with State and Federal guidelines and with the guidance of the Carlisle Board of Health, these measures have been established to keep both visitors and Town Hall staff as safe as possible until further notice.
