In Massachusetts, this position was first established in 1693 by a statute which was amended in 1785 and again in 1836. Today, the Fence Viewer advises lot owners prior to constructing a fence. The powers of the Fence Viewer and obligations of lot owners with regard to fences are established in Massachusetts General Laws, Sections 1-21. Carlisle Public Safety regulations related to heights and placement of fences, walls and vegetation relative to streets and intersections are provided in the Town of Carlisle General Bylaws, Section 10.3.10.
